[Steam Families] Add a setting to not share games with VAC

If a game has anti-cheat which could lead to my account *also* getting banned if they get hacked, I don't want to share it with my family members.

I'm currently going through and manually setting these games to private, but its a needlessly long process for something which should just be a checkbox. I trust my siblings to not cheat on their own accord, but I absolutely don't trust that they're never going to fall for account hijacks which could also lead to me being impacted.

Some of the games from that list don't use VAC anymore.

Now, what about any other anti-cheat? There are more than just VAC.
