Steam Client Library interface issues on Microsoft Azure Windows 10.0.19044.2788

hello Steamcommunity. I KNOW YOU HATE ME and Always want to say negative stuff towards me EVERYTIME i post. :(

i am having an issue that never happened before with Steam on Microsoft Azure Cloud Servers. so ? what happens is in the non Beta Client of Steam is.... when i open library the whole library window just crawls down to the bottom of the screen but when i open the Store it works fine and Community and then i exit steam and re open and it continues to Crawl down to the bottom and i am unable to click on Tools or install any Game server files.

PLEASE FIX THIS VALVE Joe Programmer and afarnsworth.

Does disabling GPU acceleration for web views in Settings -> Interface not fix it here like it seems to for most everyone else who is reporting this issue so far?
