Steam Chord Brightness Shortcut is now for volume

So I just updated the steam client today. Not sure how many updates behind I was but I noticed the Chord + Left stick up/down now controls the volume instead of screen brightness, and I'm going to very quickly explain why it's a bad idea.

1: Most devices have volume buttons
2: If I want to change the volume, I'll use the buttons
3: if I'm playing docked, then I don't need the volume buttons (most likely) because sound over HDMI will be going through a device with its own volume controls
4: Most (handheld) devices don't have brightness buttons
5: To someone that doesn't just blast the screen at max brightness 24/7, it's reasonable to assert that the average gamer is just as likely to change the screen brightness as they are to change volume. However, we already have volume buttons so the brightness shortcut duplicating volume button functionality and us not having an alternative is just damaging usability for no gain, unless you think redundancy is a net positive.

Yeah no clue how this made it through, even the deck has a dedicated volume button, or at least reassign it to a different combo
