OLED VRR Flicker in Steam Client

Whenever Gsync or FreeSync is enabled while in the Steam Client I experience a ton of VRR Flicker on my OLED when I mouse over any clickable link or UI element. Scrolling through my library page quickly I can see the screen flicker twenty times a second which is very annoying. I've tried disabling hardware acceleration but it had no effect. This issue goes away if I take Steam out of full screen maximized mode or use Big Picture Mode.

I have the exact same issue with my LG 45" OLED when VRR is turned on. It doesnt matter if HDR is on or off, it will flicker when doing as you are describing. When I turn off VRR on the panel, I have zero issues browsing steam. I am sometimes able to trigger the same flicker when web browsing in microsoft edge. I can consistently make it flicker on steam though. I hope there is a fix for it because I just leave VRR off but would prefer to use it.

FYI- I am not running the steam beta client
