I think I found the cause of the export error.
It seems monitor switch during recording is what's causing the export problems. When I play back the recorded footage, there's even a visible interruption at the exact moment when I switched monitors.
Here's example: I switched monitors at the 1-minute mark:
Trying to export the entire footage (0:00-1:00:00) → Export error
Exporting only the portion after the monitor switch (1:00-1:00:00) → Works fine
Exporting only the portion before the monitor switch (0:00-1:00) → Works fine
I'm not entirely sure if this was specifically due to switching monitors or a potential resolution change that came with it, but splitting the export around the monitor switch point seems to work as a workaround.

I'm getting that a lot as well.
Set the clip boundaries where you think they should be, and then click on "Save in Steam". The cut clip will now open and should display the recording just fine. At least it does for me.
Super annoying, but it's the only way I've found to make them work. Hope Steam figures out a fix soon.
