First they would need to acknowledge it's a problem. I submitted a ticket and they just sent me their generic voice chat troubleshooting and then said to get local computer support for my PC. I asked if there was a known issue and they said no. So obviously they don't pay attention to these threads.
The only think I can think is for everyone to make sure you actually submit a help ticket so they have documentation that it's a widespread issue. To submit a ticket, go to:

From there you can type in the issue and submit.
It is strange that the support service gave a template unnecessary advice (did not help) and sent it here...
Checked my router which looks like its using the right ports, Did try with firewall down with zero difference. Used our headsets in other programs (skype and battlenet) with a issue so the core problem seems to be with just steam voice chat.
I did put something in steam support which only linked to the page about router posts, firewall and equipment check. 2nd it listed this page.
On the part of the support only the link of the common problems and the link to this thread.
I think it's not a problem for us users, the problem has to be on the server.
Great solution, it works. Try to connect a friend via Voice Chat and end it at the time of the first ring. With the upper left button. You must only be quick. And you will see, the next connection works. I dont understand what happens, but after this the Problem is fixed.

Thanks for taking the time to report this. Unfortunately that particular feature of Steam is experiencing issues at this time. The developers are aware and are investigating it.
Steam Support doesn't have an ETA on when it'll be fixed but as a workaround, if you create a group chat and use the voice chat from there it should work.
