Issue with New Video Recording Option on Steam - Reduced FPS Performance

What's happening? After adding the video recording option with a maximum frame rate, the game lost half of its FPS. In The Witcher 3, without video recording activated, the game runs at 120-101 FPS. With background recording activated, the FPS drops to 60-65.

Please, remove the video recording option with a maximum frame rate. It makes the performance worse.

Please, Valve, fix this issue. I'm considering switching to another app. Please resolve this and remove the option.

Remove this feature. It's causing the game to lose half of its FPS. It wasn't this bad before.
