Cannot checkout w/existing paypal
I can't checkout using PayPal. I choose to check out using my saved PayPal account, and I go to a page with a yellow PayPal logo. then after clicking the logo I get a page where I have a form to enter Email or phone. I enter Email or phone (doesn't matter) and click Next and I enter a repeating loop asking for login ID again and again.

Do your checkouts via Steam Store via web browser, mot the client.

Then since you are using PayPal, go to their official website and ensure you're still logged in within the same browser as you are using Steam Store. During heavy sales like now the PayPal service gets flooded and this can happen within the Steam Client.
