Black library screen but menus visible with nvidia GPU acceleration

I have an nvidia geforce rtx 3080 that's been working great with Steam for two years or so. In the current beta (sorry, can't see the version now that I've uninstalled, but Steam -> Check for Steam Client Updates said it was current a few minutes ago), the Steam library and most other windows were displayed as blank black window. I could click on menus to see them, but the contents of the Library and Store pages were entirely blank. Other gpu-accelerated programs like vlc, alacritty, and firefox are unaffected.

* Disabling "Enable GPU accelerated rendering in web views" fixed it, though scrolling had awful tearing.
* No changes in nvidida-settings changed bug behavior.
* Running `steam-runtime --reset` and removing `~/.steam/config/config.vdf` (per the [Arch wiki](https://wiki.archlinux.org/title/Steam/Troubleshooting#Steam:_An_X_Error_occurred)) did not change behavior.
* The version numbers of the nvidia and nvidia-utils packages match, both are 545.29.06. Reinstalling them did not change behavior.
* Reverting from the beta client to "No beta chosen" with the GPU accelerated enabled worked fine.

There's an error in steamwebhelper.log and cef_helper.log that's almost certainly related:
