Dungeon Siege III may have been withdrawn from sale, not banned.
Most of the time that I find there is no purchase button - it is the dev's or publishers fault. Steam created an Australian store with Australian currency back in late 2018. Lots of games had no purchase price when the change in store came for me. I still have a couple of hundred games on my wishlist that have no price displayed.
Edit: the game forum is full of people mentioning they cannot buy the base game, whilst others still could. One suggestion was to go to one of the game's dlc store page ( https://store.steampowered.com/app/39270/Dungeon_Siege_III_Treasures_of_the_Sun/ ) which has a bundle including the base game. Is currently on sale. Could try buying that.

The Dungeon Siege Collection is available every where except Russia and Belarus due to the devs/pubs pulling their products from sale during to the war...
