High Contrast Mode needs some tweaking

With the CEF 109 update came CEF-level support for Windows High Contrast Mode. This does however mean some UI tweaks need to be made to the Steam Client UIs to properly take advantage of this mode. In addition, (using Windows 11 Night Sky contrast theme) some elements of the Steam Overlay have now become translucent like chat notificatioons and the Game Overview.

I have some vision issues and I use high contrast mode in Windows too.

I've been just living with it, but agreed on needing tweaks. I'd personally prefer that Steam go back to just ignoring this flag, it was substantially easier to use. My main concern is the effects in the browser, the current implementation is haphazard, ugly and frequently difficult to use.

I'm not in beta, just found this while looking how to turn off the high contrast mode for Steam, and get it back to looking normal. (It only started looking weird with the update yesterday.)

Any idea how I turn off this 'flag'?
