Full-Screen Steam Games Brightness Issue

When I open a full-screen steam game like csgo or rb6, the setting called "change brightness automatically when lighting changes" in the settings --> display tab automatically turns on. It then automatically puts my brightness at 50%. I've already tried disabling game bar, disabling adaptive brightness options, reinstalling my graphics card.

I know for sure that the setting automatically turns on and puts my brightness at 50% because when I alt-tab, my brightness turns to normal (100%) and the setting "change brightness automatically when lighting changes" unticks.

I've been having a similar issue, but I didn't realize what was causing it.

Sorry if I'm late, try going into the csgo.exe properties > Compatibility Tab > Uncheck Disable Full-Screen Optimisations > then click Change High DPI Settings > Uncheck Override High DPI Scaling Behaviour.
