I already reported it on the game's discussions.
It seems the order the files are put in also affects how they are played, since currently Steam plays the songs by file name, not by track and disk number. As it would be unreasonable to force every developer to format their file names a certain way, organization by track/disk number should be standard.
I assume they will scrap the old music UI list too at some point, because it makes no sense now.
I suppose thats the developer's decission. But it seems it can be solved.
I think is going to be more of an issue for games like the Neptunia series or any other game that has its soundtrack associated to a "Special Edition" DLC, that not only contains the soundtrack, but also some actual DLC extras. They will not be able to offer the option to buy just the Soundtrack unless they separate it from the DLC bundle.
