If u got the similar issue, Steamwebhelper.exe not responding, or can't open steam any more. Follow these...
1. reboot ur computer
2. reinstall Steam into C disk (the default location)
I fixed it at the second step
hope this works
But work in disk C. it's the same SSD though.
Weird... lol
If so, try to delete the browser cookies in Settings.
