Change clock to 24-hour model in steam overlay

I'm much more comfortable reading a 24-hour clock instead of am/pm and would like an option to change the steam overlay clock to that format.

pretty sure it uses your machine's time format, mine shows 24h

My computer's in a 24 hour time format, so not if it's a bug or something :/

I realised how to fix it, I set Big Picture mode to a 24 hour clock which turned the steam overlay to a 24 hour clock as well.
