The option "Run Steam when my computer starts" should start Steam without the main window, which you can bring back up from the system tray.
When you turn on the computer, Steam starts.
In the stable branch, Steam loads in the background, an icon appears in the tray.
In the beta branch, a mini Steam activation window is displayed on the screen, then Steam opens half of the screen (see https://steamcommunity.com/groups/SteamClientBeta/discussions/3/6861841362663405601/). At the same time, the content in the window is not loaded! It is necessary to choose the "Library" yourself so that it is visible.
This needs to be fixed, It's a annoyance and there is no reason to remove this feature.
If you can post what your settings are, that would be useful. And especially the setting that "worked" previously.
Don't know if the OS / GPU driver being outdated are playing a part, but I found Steam being maximised messes with -silent (and thus launch on startup) and I get what the others describe.

Steps
- Maximise Large mode (e.g. click maximise button)
- Quit Steam (Steam > Exit)
- Launch Steam with -silent
Result
Steam is not minimised to tray, main window is displayed.
Main window is black, some buttons/interactions are unresponsive.
Steam isn't maximised but the maximise button shows as maximised.
If I then click e.g. Steam News button, the client begins to operate as it should. Now with Steam not maximised, I quit Steam, launch with -silent and Steam main window starts minimised to system tray.

To summarize, or perhaps reiterate (since others covered a lot of it), Steam either used to have an option (or did automatically) where, when the operating system booted up, Steam would start minimized to the system tray near the clock, as the little Steam logo badge.
Generally what would happen as I saw is that Steam would open up briefly, usually displaying an update progress bar, then maybe a "Logging in to the Steam Community" friend list, before disappearing in to the system tray.
As of this new beta GUI refresh, that no longer happens. Steam opens fully as Windows boots up, and stays open. Actually, when Steam starts up, it even forces itself to be the topmost window multiple times. There have been times where I've tried to tab over to Discord as my system loads up, and Steam will force itself up into my view 2-3+ times. THAT "force top window" part happens any time I have to quit and relaunch Steam, actually.

It happens to me whether Steam is full screen or shrank to a window.
If it's tied to the black screen/unresponsive boot up problem (https://steamcommunity.com/groups/SteamClientBeta/discussions/3/3826413850813355918/), I suppose that would make sense.
If you do the non-maximise stuff, does Steam automatically display or is it minimised to the tray?
If minimised to tray, how do you access Steam? With a shortcut somewhere or from the tray?
For me, once I've done the non-maximise prep, Steam will start minimised to the tray. If I then access Steam via the tray it's OK, but if I instead access Steam via the desktop shortcut / steam.exe I encounter the black screen etc issue.
Update:
Actually, accessing Steam when its minimised to tray with the desktop shortcut doesn't result in the exact same issue as maximised & -silent. The initial screen is black but it seems that all the UI is responsive and and does what they are supposed to e.g. click Store, Library etc and the content is displayed, everything on the main menu bar works etc - its just as if you start Steam without any tabs selected.
I think Steam will share the fate of Discord - default off, I will turn it on only when I want play something.
When opening a game from a steam-created desktop shortcut, the steam client is also opened instead of starting minimized. This can be fixed by adding " -silent to the shortcut, but it seems strange that the user has to manually fix this, as the point of starting a game from a desktop shortcut is because we want to avoid opening the steam client as an active window. So really, steam starting minimized should be the default state.
A less annoying issue is the log-in splash screen, which currently has no option to disable/minimize.
Is there any chance you could give us an option to explicitly state in the settings that we want steam to start minimized, including the splash screen?
