Family mode allows you to uninstall, and if you use family sharing mode on the same computer, other people can also uninstall the games on the computer.

From windows there is no way to limit this feature.

I have an autistic son, and he enjoyed the games until he learned how to uninstall them, now he can't help but do it, he is stronger than him.

Just leaving the shortcuts doesn't work, since there is always a way to get to the interface and from there uninstall the games.
