Report a translation problem
There's a bug where you can get stuck with a 'phantom' (as in phantom limb) browser tab.
It doesn't actually visually exist; nor is there anything to close - but there's a page loaded and if there's something set to auto-play on that page, then it will.
You can fix it by deleting the browser data, which also deletes the persisted website URLs the overlay automatically reopens each time it launches.
Either this is in the main steam client and you need to move back to the library (even if the window is closed it seems to be forgetting to close the tab's resources down) or it's in the game overlay, which has also been happening a lot, a lot of people keep getting errant tabs from the store opening up in their in game overlay, so be sure to check there to close them too.
