Also, make sure you disable the option to start Steam with Windows, since that’ll start it with the new BPM. If you want Steam to launch with Windows then you need to drop a shortcut with the command line in to your start menus startup folder. Lastly, if you aren’t having Steam start up with Windows, make sure you launch it from a shortcut with the command line before starting any (Steam) games, since when they try and start it themselves they’ll likely launch it with the default settings.
im unsure what you mean about the other issues, since i havent experienced them (maybe because im supposedly out of the beta).
i start steam with windows in desktop mode because i use the steam controller as a mouse replacement, and only when steam client loads i can use my settings for desktop, rather than the "basic" settings preloaded in the controller.
-side note-
i hope someone makes a fork or takes over this project from linux, because i found it extremely more useful before the new changes tried to renovate the navigation. its also very useful to use the steam controller (or any other compatible controller) without launching steam (ie games managed via lutris, or other programs)

theres a windows version that was in beta, which i have checked, but the project seems abandoned (and the windows version isnt very useful because of the bugs). i still recommend the last version available for linux
i also found and tried luck with the option "clearbeta" plus "oldbigpicture" and that worked. so, the shortcut properties in windows, in "target", it looks like this:

this only helped to revert to the previous behavior: only bpm is the old version, if i try to call the controller settings in desktop mode, the new ui for controller menu still appears.
There are so many things Valve can fix with some simple launch commands: a proper maximized window mode, removing the What's New section and this. At this point, I think the user experience and the users' actual feedback, apart from bug reports, is of no importance to them. There are so many threads for this already, maybe we can keep using the one I linked to.
