So I came across this support article for Rocket League (https://support.rocketleague.com/hc/en-us/articles/360022354994-How-do-I-Disable-Steam-Controller-Configuration-in-Rocket-League-)
And noticed Controller Options -> Steam Input Per-Game Setting are available even for non-steam games in Big Picture Mode. Setting it to Forced Off does work as indented.
Why the option is hidden only in Big Picture and completely not accessible in desktop steam is absurd. Guess Valve thinks those who use controller will also use Big Picture?
The Steam client team really need to add the controller related settings for non-steam to desktop client.
