Report a translation problem
Note for mac users: the file Mike above is referencing is under <steam data folder>/Steam.AppBundle/Steam/Contents/MacOS/package/beta
by setting "WantsOfflineMode" value to "1" instead of "0" in "~/.steam/steam/config/loginusers.vdf" (I'm using POP! OS), It allows access to the client without connecting/authenticating the account (which is what it is unable to do)
From there, I could opt out of the beta through the settings, which prompts it to restart and installs the regular client.
delete beta from **/steam/package to go back to regular steam
