I've Kaspersky Internet Security v19.0.0.1088(b) and I have contacted Kaspersky support for this problem (you can try the same if you have another version)
I've solved with them following these instructions:
1) Temporarily disable Kaspersky Auto-defense, going on: Settings -> Advanced -> Auto-Defense and unchecking it, click continue and restart Kaspersky as asked.
2) Close Kaspersky right clicking on the bar icon then select Exit
3) Open Windows Registry, open Run, type regedit and press ok, then go to:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\kneps and select it. On the right side where there are the values, right click, new DWORD (32 bit) and call it "NoDefrag". Then right click it and press Edit, change the value from 0 to 1 and press OK.
4) Restart PC
5) Open Kaspersky (if it doesn't open automatically) and re-enable Auto-Defense
6) Open Steam voice chat and everything it's working fine :)

I have the same problems with Kaspersky.
You have to disable kaspersky before starting a voice chat, and if it works, you can enable the program again.
I stopped the beta and the old voicechat works perfect. :steamsad:

Thanks for letting us know, you need to allow outbound UDP on port 27015 for voice chat. This is the same port as for some of our games, so for most users it may already be unblocked. In addition to that you need inbound UDP packets allowed back to you in response to those you send outbound on that port (your client will choose an available port). You should be able to setup the appropriate rules in Kaspersky to avoid having to disable it completely.

Work for me! Thank you!
Only problem yet is the sending pictures by chat. That is no longer working. I try and try many times clicking (retrying) and send no more... At least the voice chat is back ;)

thanks, is working.

Solução em português.

Minha solução é igual a proposta acima porem em portugues ficou um pouco diferente segue abaixo.

1) Desative temporariamente o Kaspersky Auto-defence, vá em: Configurações -> Adicional -> Autodefesa e desmarcando-o.
2) Abra o Registro do Windows, abra Executar, digite regedit e pressione ok e vá para:
HKEY_LOCAL_MACHINE \ SYSTEM \ CurrentControlSet \ Services \ kneps e selecione-o.

Testado e funcionando.
