Is there a way to see if my modem or network is dropping packets?

But, I also have Beeline, which is second ISP in Moscow, connected via Keenetic Giga II router. And I did try connecting and establishing call via Beeline. Result was same. Call gets established, but no sound on both sides, yet both can see their mic working.
The logs looked like this where connected to each other and on each end sending seemed fine but no voice data packets ever were received on the other side:
MTU on MGTS is 1400, on Beeline is 1500.
But i did try Steam Link few weeks ago and Moonlight few years ago.
Just tried Steam Link via LTE, i.e. phone via LTE to PC via MGTS. It's working, including sound.
Steam system sounds are still running, but when the voice chat beggins no one can hear me and i cant hear anyone... it's frustrating...
I've try opening ports, creating an exception on the antivirus and nothing. other software like skype works fine.
Didn't try broadcast, but dedicated CS server works fine. At least on Beeline. Didn't try MGTS. Beeline has opened ports 21, 22, 110 and 1025-65535 opened by default. There is a way to switch off protection and open all ports, but it's clearly not the case. I also lowered MTU to 1496. Still no lack.
