Fix emoticon picker window

Current emoticon picker window in chat is very small - it fits only 2 rows, which makes finding a particular emoticon hard.
Moreover, it skips a row if scrolled with mouse wheel, and gradually shifts rows during scrolling instead of always having a fully visible row at the top.
Search uses only emoticon names, so you can't search by game name (which would be logical).
Finally, please make some option to remove markings from new emoticons, it's not funny to have to spam few dozens of them just to remove those yellow dots.

Which chat? I have plenty of rows. 4 1/2 to be exact. Steam client.

Wow. I just now realized it depends on chat window height.
Mine is about 350px (I prefer it compact), which gives only 2 rows of emoticons.
