Win10 - Can't run as admin following latest update (compatibility mode error)

Fix the latest update please, can't even run Steam as administrator; for some reason it thinks this is compatibility mode, which it is NOT.
Please FIX!

W10 have more appcompat registry keys and even if you disable compatibility via GUI, keys still here:

Nvida Settings (in registry) have this too
and W10 have some settings in other places
im find and remove this, but shortcut still have icon "run as Administrator"

when you once run AppCompat Helper, exe added to it's inner base - possible, just need https://support.microsoft.com/ru-ru/help/2545347/excluding-programs-from-the-program-compatibility-assistant-pca

My issue is that when launching steam in admin mode the new big picture UI is broken I don't know if this issue is the same that other people are having, but it will be nice from steam to fix the issue because sometimes I use steam as my Windows shell and various issues that I have with steam are fixed in admin mode. Also, I'm on Windows 11 22H2
