This is standard nowadays. Basically every instant messenger must have it.

Would be a nice feature to have, especially considering how notorious Steam is for dropping messages in transit to the recipient. If they never receive it, the sender would be aware and could resend it manually. The system that does this automatically in Steam Mobile is extremely buggy and rarely ever catches lost messages properly, or will send them successfully twice from a false positive detection. It would be so much easier to recognize where things go wrong if the sender could do it themselves.
