Can't open "unread chat messages"

I have 2 new notifications, but when I click on them, I can't read them as the chat window doesnt pop up. The notification stays there.

having the chat window open already doesn't help.

I have 3 notifications of unread messages, but they're from a conversation I've read. Opened it multiple times, still not gone.

I had that problem and discovered that it was caused by blocking a user.
what I did was unblock it and the messages appeared and just delete it and block it again

Maybe, I have many friends, and blocked some users over my long life at Steam. It's hard to tell who it might be.

possibly it's someone who is still your friend and you just blocked it but you did not eliminate it
