Offline friends with no name or avatar

Some of my friends are showing up with blank names and avatars when offline. They also don't show the last online time. One of them has Japanese characters in the name so I thought that might have been the reason but the second one doesn't and has the same issue, so I'm not sure what the cause is.

My friend who also has these users in his friends list says he also sees them like this.

Same. And I don't know how I can open friends profiles now? In old steam I just clicked on their avatars in friend-list, but now it's not working.

I just noticed the same issue. They appear in the list above other offline friends who do have names and images.

There's a little arrow to the right of their name you can click and choose view profile. It appears when you hover over the name in the friends list.

+1. Friends with no nickname are often displayed as "?", while friends with a nickname are displayed as " (nickname)".
