Got the exact same Problem, my Steam Chat Date is always a Day behind. Living in Germany and my System Clock or Windows Clock runs fine.

We've seen a few reports of this. What do you have your timezone set to in Windows?

mine is set to UTC +10 Sydney aus.

Adding a "me too" instead of starting a new thread.
I only noticed it this morning, my friend said "in resposne to your message from yesterday", as I sent it while they were offline, but I actually sent to to them this morning.

The chat says "Saturday, 1 September 2018" just above the message I sent.
When I hover the cursor over the message, it says 10:30.

Where I am, it's Sunday 2nd September.

I'm getting this too. Today is the 3rd of September, but today's messages are listed under Sunday 2nd. Times are correct but are showing in 24 hour format instead of 12 hour. This is in the Steam Client. If I use Firefox I get the correct time formatting but the date is still showing as the 2nd.
2021 edit: time formatting is now fixed but dates are still one day behind

I have the same issue with the dates. The dates were correct on the old chat. They are not on the new chat. I also sent a help request to the steam support for this issue.

Edit: as per just now, the issue has been fixed for me, it shows the correct date now for messages from today.

I do not know if any of these actions of mine helped with it, but what I also did a while earlier was:
a) go to Steam->Settings ->Web browser -> Delete Web Browser Cache & Delete All Browser Cookies
b)Steam->Settings->Downloads -> Clear Downloads Cache

Edit 2: the issue is back again, it shows the date from one day before in the chat, as in, not 11. November but 10. November.

How has this never been fixed? :(
This is actually still an issue.
Windows date is correct (and basically everywhere else), yet steam friends chat has it 24h earlier.

there are dozens of errors with time zones: wrong day, but right time, wrong time, but right day, error with invisible comments in friends' shopping activity feed messages - if the user made several purchases, one before changing the day or time zone, and others after several minutes, this comment / messages can be merged and re-eroded depending on the current time in the time zone of the user who made the purchase and the user who leaving the comment. sometimes this leads to a non-fading notification of a new comment, which cannot be seen and clicked that everything has been read - the standard way through the browser does not work. the user can see his invisible comment in the history, it is displayed as "this comment has been moved / deleted" and does not open, it cannot be read along with other people's comments and the page does not open

the problem is many years old, but as with other problems and vulnerabilities, Valve prefers to ban the "messenger who brought the bad news" rather than trying to fix a bug or vulnerability.

This is happening to me as well, German time zone, Windows 10 up to date, no VPNs or anything of that nature.

Time in chat is correct, but day is one day behind.

A few similar reports can be found on the Steam Community by searching for "chat date", e.g. https://steamcommunity.com/discussions/forum/1/3004430610120666496/

I haven't found a fix

This still an issue for me. https://i.imgur.com/UllVAvZ.jpg
As you can see in this pic it correctly shows previous dates correctly, but the today's line is incorrect, it was supposed to say Saturday, April 9, 2022
My timezone is GMT -3

Lol so it's just unfixable then. Since 2018. Haha stupid.
