I have
Steam is ran as administrator (otherwise Steam doesn't work)
Running Win 8 and 8.1 on other machine
Both machines Windows US language, Steam english, all games english.
Launching any Valve game adds "English United States - US keyboard" to the language bar, but not into languages preferences list.
Some times (rare) it actually did even add 4th one, "English United Kingdom - UK Keyboard".
Problem might be because I selected UK as region when installing Windows (even though I chose US keyboard). But that's just my presumption.
It appears that this happens to people who don't have "US - US" as one of input languages, am I right? (once again, in my case, I have "UK- US" & "RU - RU" )
So, now this issue does not occur anymore for me on both rigs (8 & 8.1, I use Microsoft account to log in so it syncs my settings between machines).
So I closed my yesterday's steam support ticket.
Still, it is not a solution for people who don't need (and don't want) to use US keyboard input.. sad thing is, it seems like this problem has been around for a while and not fixed yet, so no reason to hope it will be fixed any soon.
This solved the problem, yay!
