Report a translation problem
Would be something like:
"minimal community level allowed to send friend/trade requests" - [you set a number here]
"show only requests from users with public community profiles?" - [y] or [n]
"receive friends/trade requests from:" - [Anyone], [Friends of my friends], [Users with a group in common], [None].
And....any other convenient options.

im glad im not the only one that wants this.
Mind you, for this feature i advise coöperation with all game developers for Steam (and competitors alike) to be able to show actual in-game time and not "time of updating" and "time of merely opening the load-screen".
more awareness for valve! :)
Btw, I know there's a script for browsers, that allows you to see on the pending requests page the user's level, and it has an option to decline/block everyone at once. BUT, in this case, i don't trust third-party mods.
if someone's profile privacy is set to Friends Only, does that extend to active friend requests? if not, it should.
maybe Steam should simply prevent private profiles from sending friend requests altogether
