Steam is automaticaly "pinned" in first plan

I don't know if much people care about that but when you launch steam it take sometime before it appear , so while steam is loading I am doing something else of my life and then steam pop on my screen on the first plan , it's really anoying because there is no option to correct that , and tell my if I am the only one to care about that or if I'm just crazy .
