The OP's issue is because the account is not old enough.
NOT the same issue as yours.
The servers always take a dump the first couple hours of every major sales event.
I am only referring to the OP in that reply because it only applies to them.
Everyone else, it is normal server issues at the beginning of the sales event.
"An error was encountered while processing your request:
Failed to load Year in Review Data, please try again shortly."
I think it may be something fairly widespread with steam, my account is 19 years old as well. I also noticed that the steam client is overall very slow too.
Hopefully it's resolved soon.
