Too many purchase attempts
Steam shows:

It looks like you've been attempting a lot of purchases in the last few hours. Please wait a while before trying again.

Because I wasn't able to finish the purchase process because of problems with the creditcard app (Verification pop-up didn't show up)

When will I be able to purchase the games now?
How long will I be locked?

The cooldown is about 30 minutes to an hour.

You're good as of a while ago.
