steamwebhelper blocking nvidia display mode change
this issue started yesterday. don't know if that's after a steam update or not. nvidia shows about 7 instances of steamwebhelper.exe under apps blocking the display mode change (screenshot in the link). also i cant change the graphics processor its using because the selection is disabled (screenshot in the same link). does anyone know a fix? usual fix is to close the blocking program but cant close steamwebhelper and play a steam game at the same time.

Try disable GPU hardware acceleration and give feedback.
Did this, disabled smooth scrolling, GPU accelerated rendering, and hardware video decoding. Completely rebooted, still blocking Nvidia. Closing Steam works for the 1 non-steam game I have, but every other game is on steam and they all fail to switch display settings correctly.

Indeed, this was actually a bug. They fixed it on drivers GeForce 551.76.

Certainly a steam problem. It affects all games via steam. Weeks ago the EA app did this, then fixed, now steam. Must be a recent update
I also have the same issue, its annoying because I have to keep changing the borderless windowed mode in game.

Did you try to disabling hardware acceleration in Steam ? Doing this should avoid CEF to lock the videocard.

Hey all. If anyone is still facing this issue, than best way to get past this problem is to log off from steam account when you are about to play any other games that are not related to steam. If you will have steam logged in on startup or just thourgout all day, than display will only change automatically when playing games on steam. I have no clue why this is happening, but it is clear, the steamwebhelper.exe will be present to block automatic display switch once steam is running logged.
I do confirm this issue. It has started since last update 27 feb. Games like cs2, bg3 are no longer able to use MUX switch or nvidia advanced optimus case steam processes are blocked by steam services. You can log off from steam to use this nvidia option playing non-steam games, but one running - steam games will no longer use nvidia card Optimus.
Clean steam installation, using beta, roll back to older nvidia drivers didn't help. Same issue is confirmed on Reddit, for those who have gaming laptops with mux switch.
Think we should attract support’s attention to this problem
