How do you view what steam installed mods you have?

Profile > Workshop Items > Subscribed Items.

Those are Workshop items, I don't see Steam mods displayed there like

http://store.steampowered.com/app/261980/

also hope steam displays workshop items like it does for DLC on the game's page the current way is crap there isn't even a search function so you have to click through each page to see what items you have installed or might be missing :(

As these are Store itmes, they should be vissible in the list following :
(right top corner) {your log-in nick} -> (dropdown menu) Account Details -> (top pane) View Licences and Product Key Activations.
IF you previously bought or activated them that is.

The F2P "Half-Life : Before" is "in my library" accoring to the Store page but since i never activated this mod, it isn't in the "Licences and Product Key Activations" list.

wow that is a pretty pooie way if that's the only way, who looks through there looking for what to play seems like it would be easy to forget about this mods

Yes for us it's a bit of a hassle but (i presume) for the DEVs it's more easy. They're all subject to rules for "Store Items" so no extra commandlines have to be written for source code mods and/or Free to Play.
