So if this worked before, perhaps something changed that it doesn't anymore. Yhe Witcher requires agreement to a 3rd party UELA.
Besides that, the article lists some more files to check if they indeed are present for the restoration to works all right. See 1st vhapter of
"Using the Steam Backup Feature"
https://support.steampowered.com/kb_article.php?ref=8794-YPHV-2033
Steam work with standart backup structure:
\%steam backup root folder%\ <-- by default it "Backup" in Steam client root folder
\%game backup root folder%\ <-- you will select this folder, NOT Disk1, or files!
\Disk1\
hints:
don't use non-ANSI symbols in path, long path 64 symbols and longer not recomended
for series use someting like "Whitcher trilogy EE" instead "The Witcher Enhanced Edition & The Witcher 2: Assassins of Kings Enhanced Edition & The Witcher 3: Wild Hunt"
calculate ~summ of all games, that you want backup in single, and choose custom size in backup option, enter size bigger, than it - you get single folder, you still can write it on FAT32 flash or DVD - Steam auto-split on ~1024Mb volumes
