What i am suppose to fill in the billing address then?
Fill in your home address, which is usually your billing address.
There are no such new rules in the EU. The last revision to EU VAT legislation was in 2019, not 2020 and it was comparatively minor with - as far as I've been able to read - no real changes to requirements for personal data.
The last major revision was in 2015. This was the one that actually required companies to target VAT returns at the member state of consumption, and thus required companies to know the member state of domicile for an EU citizen.
As a result of the complexity of that 2015 revision and the problems that arose from it for companies operating mainly internationally and in the digital space, the EU fairly immediately came up with the MOSS (Mini One-Stop Shop) scheme in which companies can send quarterly VAT return reports that state cumulatives. MOSS also does not require retention of personal data such as name or billing address in the company's VAT administration.
In short: Valve does not need that data.
if you're not a tax payer fill any fake data for address, steam will discard it anyway. they just need your filled form to see your country of origin. then if it's one with applicable taxes they will use your personal info to process taxes, if it's not, they will just discard it.
I filled similar form 1 year ago because of steam market transactions (they ask you to give info if you sold/purchased market items for X times or for X amount, I don't recall the exact rule).
So far, steam has not made a good point for giving them anything other than the country of origin, yet they overreach by miles by asking for just about everything else.
