Report a translation problem
As for fixing it, I've no solid idea beyond the obvious-but-overkill solution of reinstalling stuff. The only other thing I can think of is to try removing any legacy '_CommonRedist' folders from game directories other than the Steamworks Shared folder, as Steam might be copying them over every time it sees them. (Keep a backup just in case.)
The thing is that it is actually redownloading, my data usage on my pc and phone( use it as a hotspot) confirms that it's a redownload, thanks for the possible solution though I'll give it a try

about re-dl common redist - maybe it happened by lazy gamedevs\publishers that only now remember about their prodicts in Steam and start update depots and installscript.vdf's for removing it from local folders and enable in common?
I'm looking at older posts because I am currently having this issue and this is honestly such a disgusting reply. You should be ashamed of yourself.
Every time I close and and open steam,I have to update 'SCR' and it's around a 50 mb download each time. The only solutions I've seen so far just tell you to uninstall all your games on Steam, uninstall steam and reinstall it.
When I take a look inside it, I find that there are absolutely no files in it, none what so ever. So why is it even there if it's empty? Why is something with nothing in it choking up my system? Why is it causing massive performance hits to framerate? Why is it just instantly installing it's self when I try to launch a game? I wish Valve would just do away with it...
well I can't explain about this and too lazy smh, just give it a try
