You should get a warning message though, asking you to continue, forceclosing Steam, or cancel shutdown. Do you get that warning?

I have officially narrowed it down to Steam though. Stoping all other programs before shut down to get the freeze. I think it has to be a Windows issue not forcing Steam to shut down and makes it freeze.
After looking after your post about what version you have. I went and checked for an update but Windows said it was up to date. On this computer, I was one of those people who got the fall creators update by accident before it actually launched. I am guessing it reverted and this is causing my issues. I appreciate your help. I will have to figure out if I can manually get it updated or have to do a clean install.
Because I have this issue, too, and I am running Windows 7! When Steam is running and I attempt to shut down, the task bar flickers many times and it takes at least a whole minute before Steam finally gives up.
? This is a thread from 2017. And Windows 7 is not supported anymore by Microsoft.
That said, it's not healthy for a computer to be shut down when applications are still running. OP wrote (s)he closed Steam before shutting down. In Windows 10 there are few applications that still have their warning message. As i recall (nut sure about it), Steam is among the few who still should show the warning when closing down the computer.
I would find this silly anyway especially if no game is running. There is no risk of data loss. An app should not act as a blocker to system shutdown. It is getting the order by the OS to shut down cleanly but immediately, so it should do that.
I might have to set forced app termination in Windows, but I don't really want to set that for all possible cases. Only Steam is being difficult on my system.
