Had this same issue...is it saving a two copies now? One to your desired folder and the other to steam's remote folder?
The custom location should be for the uncompressed PNG files.
Basically, yes - it should be two shots.
Could be an overlay conflict caused bu something like MSI’s Rivatuner.
'Screenshot Folder' button should be only clickable after enabling 'save an uncompressed copy' setting, indicating to the user that one setting is needed for the other.
