AH HA! Opening the Steam Music Player (under the View menu) showed it had a queue of sound effects from Life is Brutal which I was probably hovering over when some magic key was pressed. Pausing the player stopped the noises immediately, and then I cleared all the tracks from the queue to be safe.
i can confirm that what i am describing popped up a popup of sound files, and started playing them, and it was done by typing (i forget what the hell i typed) into the steam window in grid view mode.
HOW DO I MAKE THIS STOP? IT IS ANNOYING AS HELL! AND WHY CAN I NOT FIND A LIST OF KEYBOARD SHORTCUTS FOR THE STEAM CLIENT. THESE WERE NOT ALT OR CONTROL COMBOS. THIS WAS FROM INADVERTENTLY TYPING AN ENGLISH SENTENCE INTO THE STEAM CLIENT INSTEAD OF THE BROWSER.
Where is the documentation on there?
how did this happen from grid mode? what are the music player commands while in grid (not big picture) mode?
Try clicking on the 'View' menu at the top, and then going down to the 'Music Player'.
When this happened to me, that was the internal Steam app that was actually rotating through all the clips. Opening that up, stopping the player, and clearing the playlist solved it for me.

On 11/19/18, my friends and I were playing CS:GO, when around 1:30 am, a very weird song started playing, but of the 6 who were on call, only 3 heard it, the song suddenly stopped after a few seconds. for luck 1 of my friends was doing live. We were very scared of that, because we didn't know the source of that audio. We went to my friend's live and recorded the moment when it happened. We spent the rest of the day trying to find out what had happened, but we didn't find anything.
Almost 2 years later, we had already forgotten what happened. when my friend, who was on live, discovered the song that played.
