Windows maximize to wrong size on secondary monitors with diff res than primary
ISSUE
When maximizing Steam windows on secondary monitors that are not the same resolution as the primary, they maximize to the resolution of the primary monitor and not the monitor they are actually maximizing on.

If the secondary monitor is lower res than the primary, then the bottom and/or right of the window is cut off.

If the secondary monitor is higher res than the primary, then the maximized window does not fill the screen and is the size of the primary monitor.

Windows 8 x64

STEPS
Maximize a steam window on a secondary monitor that is not the same resolution as the primary monitor.

EXPECTED
That it would maximize to the resolution of the monitor it's maximizing on :)

I'm another user with this problem -- when I have DisplayFusion turn on the multiple taskbars and maximize the steam window on the smaller monitor, it makes itself too large for the monitor and the leftover outline is drawn on the larger monitor. I'm disabling multi-monitor taskbars for the time being, but every other program appears to work. It's just the steam client that is broken.
I'm also experiencing the same issue when using the steam version of Display Fusion.
I don't have any 3rd party toolbars only windows 8 standard toolbar
Has anyone attempted to notify Steam Support lately?

The Windows 8 taskbar causes this too. Any taskbar or AppBar on the non-primary monitor will cause this issue.
This freaking bug is the bane of my existence. My main monitor is larger and I like my Steam chat window on the secondary, and whenever I click maximize accidentally, it goes and makes the window unmovable because it chops off like the top quarter of the window. I am hoping they fix this, but it's been around for quite a while so I doubt it. OS is Win 7 64.

Windows or 3rd party stuff it's not the problem. ALL other software resizes normally. It's only caused by steam itself.

I just wish they drop this stupid ♥♥♥♥♥♥ interface already and do some REAL program for once...

Same thing as Windows 8, any taskbar or AppBar on the non-primary monitor causes the Steam client to size incorrectly when maximizing. Even just moving the Windows 7 taskbar to the non-primary monitor (without having any extra third-party software) will cause the Steam client to do the same thing.

If you hold the windows key and tap left or right arrow it will snap the window to the edge of the screen, this will get your buttons back.

Thanks! Before I had to go to the screen resolution and muck about with settings, so thanks a ton.
I just noticed that when you drag a Steam window down, it will go behind the taskbar on the primary display, but will be in front of the taskbar on secondary displays. If it's straddling two displays, it will be both behind the primary, and in front of the secondary taskbars.

I recently upgraded to Win 8.1, I don't recall seeing this behaviour before on Win 8 but maybe I just missed it.
I don't have that effect with the taskbars, but I do have the non-matching resolution problem.
Primary: 1920x1080
Secondary: 1280x1024
Win 8.1, taskbar on both.
I found out that the reason that in my instance Steam was doing alright on my second monitor was because it was lower than the other two monitors in Windows' screen settings.

Just worth noting.
