The Windows 8 taskbar causes this too. Any taskbar or AppBar on the non-primary monitor will cause this issue.
How about those of us who use W7? ^^'
Windows or 3rd party stuff it's not the problem. ALL other software resizes normally. It's only caused by steam itself.

I just wish they drop this stupid ♥♥♥♥♥♥ interface already and do some REAL program for once...
It's not that hard...
Same thing as Windows 8, any taskbar or AppBar on the non-primary monitor causes the Steam client to size incorrectly when maximizing. Even just moving the Windows 7 taskbar to the non-primary monitor (without having any extra third-party software) will cause the Steam client to do the same thing.
If you hold the windows key and tap left or right arrow it will snap the window to the edge of the screen, this will get your buttons back.

I recently upgraded to Win 8.1, I don't recall seeing this behaviour before on Win 8 but maybe I just missed it.
Primary: 1920x1080
Secondary: 1280x1024
Win 8.1, taskbar on both.
