Download Speed Dropping
When I'm downloading a game it'll drop the download speed to 0 from 8-900 then stop downloading until I restart steam or pause and continue every 5 seconds. Did every test possible on my internet and it is in fact not an issue on my end. Just really annoying now.

The only time I've seen this happen is with low storage space. I've found that twice the install space of the game is normally sufficient to stop downloads from dropping out.
