Render glitch after multi-display PC waking from sleep

ISSUE
The dropdown windows are solid black after PC entered the sleep mode and awakened.

OS
Windows 11

STEPS
1. Open Steam.
2. Let PC go to sleep and turn off the displays.
3. Wake the PC up.
4. Hover your mouse over over Store, Library, Community, or Your Nickname.

RESULTS
The dropdown windows are solid black. Note, that the menus are there, so you can click them fine, they are simply not rendered.

EXPECTED
The dropdown windows work as intended.

IMPORTANT NOTE
I use two monitors (4k display ACER CB271HK and FullHD drawing tablet Wacom Tech Cintiq 16), and it happens so that while 4k display is the main one and is used for Steam, the tablet wakes up faster, so all of the windows are first placed to the tablet on waking up and then Windows relocates them to the main display.

WORKAROUND
Move the window of Steam to other display and move it back to the desired location, the bug would partially fix itself (dropdowns would occasionally render correctly). To fully fix the bug, restart Steam.
