Launching steam opens a "maximized" but small window.
On windows 11, when I open steam after exiting it it maximized, it opens in a smaller window size at the top left, this small window is also acting like it is maximized.

This adds an extra step for me when launching steam; when it opens, i have to toggle maximized off, then back on to get a fully maximized window.

For a monitor I have a Dell 24 Gaming Monitor - G2422HS.

and for my PC it is a custom build I built myself.
- Windows 11 Pro x64 (fully up to date)(22H2)(build 22621.1702)
- AMD Ryzen 9 3900X 12 cores / 24 threads.
- Nvidia/EVGA RTX 3070 Ti 8GB gfx card.

Same issues here, even after changing the 'startup behavior' to 'maximized.'

Steam always was kinda wonky starting with it's window maximized, but currently it's much worse; up until a patch or two ago you couldn't even resize/move the window when you un-maximized it... :(

Same behavior on Windows 11 22H2, Steam version 1683944175.
