Steam Skins option no longer visible

recently made myself a custom steam skin, downloaded as a .stskin file and followed the instructions but the skin does not appear. Likewise, the skins tab in interface settings is no longer there. Any suggestions on how to fix this?

I don’t think you can, at least not easily. The skin feature was removed as part of the recent UI update (and was broken a while before that, likely because Valve knew it was going away).

Steam officially removed built in skin support with the new UI and there is nothing to indicate they are going to add it back.
Check this github, the community decided to add skin support back themselves via CSS.
