Previously, turning off the "Scale text and icons to match monitor settings" option would fix this, however, since the last update, it now seems that Steam completely ignores it.
Trying to use Steam like this is giving me a serious migraine, so whatever changes were recently made to UI scaling need to be rolled back. It's like trying to use Steam on a 640 x 480 display or something.
For reference, my specs are:
Debian 12 Bookworm
Openbox running on X11
2x 3840 x 2160 displays
AMD RX 5700 XT
AMD Ryzen 9 3900X
64 GB DDR4
