ISSUE - Steamwebhelper not responding Windows 11 [SOLVED]
So a while ago I ran into a problem that unfortunately I still haven't been able to solve.

I start Steam and it loads for a bit, then randomly freezes or restarts itself, then repeats this a few more times until it loads. If I'm lucky enough to load and be able to navigate in Steam, I go to the Library tab and then it freezes for 2 seconds and starts all over again (But when I go to the Collections or Downloads everything works fine). Sometimes when it restarts it says SteamWebHelper is not responding and gives five options, but none of them solve my problem (I have attached a video trying to show what I mean)

I tried these, but unfortunately none of them helped...
- Reinstalling Steam
- Delete Steamwebhelper.exe, then start Steam (reinstall basically)
- Start as administrator
- Start with Windows 8 compatibility
- Clear cache
- Update Windows

If someone else has solved it by chance, please write down how you did it and maybe it will help me and others because how I saw there are a LOT of people who have this problem and I hope this post will reach Valve and they will solve this problem.

My configuration is Windows 11 Pro, 16GB RAM (2x8GB), RTX 2060, I5-10400F, ASRock BM-460M-HDV and i am not using the Beta version of steam.

ps ; while reinstalling steam, always delete old steam folder just in case if some corrupted files allready exist or change the folder name during setup

or you can delete achievement_progress.json located in D:\steam\userdata\yourusernumber\config\librarycache\
ps ; while reinstalling steam, always delete old steam folder just in case if some corrupted files allready exist or change the folder name during setup

Deleting achievements helped me out. Thank you very much, I hope this solved the problem for a while and it will work for others too.

Worked for me as well, my achievement_progress.json file was 100mb, might've been too big for Steam to handle (Windows 10 though, not Windows 11)

My file was around 100 MB, getting consistent crashes on load, so I went and removed entries in the JSON file until I stopped getting crashes - around 90 MB.

I had this issue in 2025, wow was it ever a debug trip before i found the solution. I tried everything mentioned on reddit and on steam threads. Nothing and i mean nothing worked. Even formatting disk and reinstalling windows didnt do anything. For reference i have a ASUS TUF b650-m PLUS WIFI, 9800x3d and ASUS TUF 4090. To fix this problem i had to update my bios version to the latest. After doing that restore bios settings to default just to make sure. How this managed to only impact launching steam is insane to me, i had no issues with any other programs. I dont wish this on anyone thats why i felt the need to post what worked for me here.

If it has only recently started happening, UNINSTALL ARMOURY CRATE. Add/remove programs and choose armoury crate and armoury crate lite

This just started happening to me, I don't even have armoury crate so does anyone have a different solution?

What motherboard do you have? I had an ASUS TUF b650. Updating the BIOS fixed it for me!
Any other suggestions, I've tried all troubleshooting tips above and still no luck. This issue has been persistent since early last month. I've been back and forth with steam support and yet no luck.
