Steam Client Window Doesn't Resize on Secondary Monitor
ISSUE
I have a 2 monitor setup, with two separate monitors of unequal sizes. Monitor 1, which is set as my primary monitor in the Windows settings, is displaying at 3840x2160, and monitor 2, the secondary monitor positioned to the right of monitor 1, is displaying at 1920x1080. Whenever I try to move the Steam client window to my right screen, it does not have the right size. Specifically, the window is too large, and most of its contents trail off the right side of the screen. While this is expected behavior, the Steam client differs from all other programs in that I am unable to resize it to match the monitor I currently have it on. Specifically, in Windows, by dragging a program window against the top of the screen, Windows automatically repositions and resizes it to match the size of the screen it's on. The issue in this report is that this works for every application except Steam. Windows displays the UI to indicate that it's trying to resize the window, and when I release the window against the top edge of the screen, the top left corner of the window does move to become snug with the the edge of the screen, but the window isn't actually resized like it should be, rendering it extremely difficult to use in my multi-monitor setup.

NOTE: Using the "Maximize Window" button at the top right of the Steam Client window does not have this issue, and will resize the window correctly, it's just a lot more cumbersome and not what I'm used to.

STEPS
Get a system with two monitors, where the primary monitor has a significantly higher resolution than the secondary monitor, which is positioned to the right of the primary monitor.
Open Steam client
Move the Steam client to the secondary monitor by dragging the top of the window against the top of the second screen

RESULTS
The Steam window is made flush with the edges of the screen, but is not resized. The right half of the window, including the buttons to minimize or close Steam, or inaccessible because they extend off screen.

EXPECTED
The Steam window resizes and repositions to fill up the screen exactly, with no part of the window going offscreen.

UPDATE: Some further details. I think this is caused by monitor switching - I have a big TV that I sometimes use as a second monitor, and that screen is also about 4k. To be clear, in this configuration, the second monitor I talk about is being switched out for the TV, since my computer only has 1 HDMI slot (Primary monitor is DisplayPort). The issue only seems to happen when I'm switching from the TV over to my usual second monitor, because I've observed it behaving normally in other circumstances, but I haven't confirmed it exactly.
